The European Commission has decided to establish a new office to oversee and support the development and use of artificial intelligence (AI) in the EU. Just recently, the respective Commission Decision was passed. The European Artificial Intelligence Office (the Office) will be part of the Directorate-General for Communications Networks, Content and Technology (DG CONNECT) and will have various tasks and responsibilities related to the implementation and enforcement of the forthcoming Regulation on harmonised rules on AI (the Regulation). 

AI is a fast-evolving family of technologies that can contribute to a wide array of economic and societal benefits across the entire spectrum of industries and social activities. However, AI also poses significant challenges and risks, such as ethical, legal, social and security implications, that need to be addressed by a coherent and effective regulatory framework at the EU level. 

The Office will play a key role in the implementation and application of the Regulation, as well as in fostering the societal and industrial benefit of AI technologies. Some of the main tasks of the Office will include:

  • Developing tools, methodologies and benchmarks for evaluating the capabilities of general-purpose AI models, which are AI models that can perform multiple tasks across different domains and that may pose systemic risks. 
  • Monitoring the compliance of general-purpose AI models and systems with the rules of the Regulation, as well as the emergence of unforeseen risks, in cooperation with the scientific panel that will alert the Office of any potential issues. 
  • Ensuring the coordination of the supervision and enforcement of the Regulation with other relevant EU legislation, such as the Digital Services Act and the Digital Markets Act, that may also apply to AI systems. 
  • Assisting the Commission in the preparation of Commission Decisions, implementing and delegated acts, guidance and guidelines, standardisation requests, common specifications, evaluations and reviews, and reports related to the Regulation. 
  • Contributing to the provision of technical support, advice and tools for the establishment and operation of AI regulatory sandboxes, which are controlled environments where providers of AI systems can test and experiment with their solutions in compliance with the Regulation and under the supervision of national authorities. 
  • Coordinating the establishment of an effective governance system, including by preparing the set-up of advisory bodies at the EU level, as well as monitoring and facilitating the cooperation and information exchange between national authorities and other relevant stakeholders. 
  • Cooperating with stakeholders, such as providers of AI models and systems, experts from the scientific community and the educational sector, citizens, civil society, social partners and the open-source community, by establishing forums for consultation, collaboration and best practices. 
  • Contributing to international cooperation on AI by the Commission, including by advocating the responsible stewardship of AI, promoting the EU approach to trustworthy AI, contributing to international cooperation related to AI regulation and governance, and contributing to the implementation of international agreements on rules on AI. 

The Office will be a key instrument for ensuring that the EU remains at the forefront of the development and use of AI that is beneficial for society and the economy, while respecting the highest ethical and legal standards.
